A Springfield couple is facing charges of abuse and neglect for locking their son in a dog kennel naked as punishment.
Investigators say Joseph and Peggy Flores also whipped the boy with an electrical cord and nailed his bedroom window shut in March of 2020.
A doctor who examined the boy say the abuse could be considered torture.
